PINT <br />DIRECTOR•`OF UTILI Y SERVICES <br />SUBJECT: ACQUISITION OF A 10 TO 20 ACRE PARCEL OF <br />LAND FOR THE PROPOSED NORTH COUNTY WATER <br />TREATMENT PLANT <br />PREPARED AND STAFFED BY: WILLIAM F. Mc <br />CAPITAL PROJE <br />DEPARTMENT OF <br />BACKGROUND <br />When the water master plan was originally conceived, the North <br />County Water Treatment Plant was to be located on County park lands <br />around Hobart Park. Due to use restrictions on these lands, it has <br />become unfeasible to utilize this property for a water treatment <br />plant site.. Therefore, we must now identify a new site on which the <br />plant may be located. <br />ANALYSIS <br />There are four main items which must be considered in locating a <br />plant site; they are as follows: <br />1. Proximity of a discharge point for the brine waste line, which <br />must flow into the river or into a canal which is tidally <br />affected by the river. This must be_looked at, as an eight <br />inch line needs to be installed from the plant to the point of <br />discharge. <br />2. Size of property is controlled by the availability of public <br />lands in close proximity of the site to use for well fields; <br />i.e., if the site was located adjacent to Hobart Park, wells <br />could be located throughout the park; if it were not adjacent <br />to public lands, more property would be required for the site. <br />3. Accessibility of the site to the proposed service area (i.e., <br />the proposed distribution system for the North County area). <br />40 <br />
