Mrs. Brennan also indicates that if the choice <br />were available, she would like to return to work on a <br />part-time basis after October 1 so that she can properly <br />care for her new child. <br />1 respectfully request permission to fill this position with <br />a full-time lawyer while converting Mrs. Brennan's job to a <br />part-time, permanent position beginning October 1, 1990. If <br />the Board approves the filling of this position with a newly <br />hired lawyer, I have a name ready to recommend to the <br />Board --a lawyer who possesses tremendous experience in <br />federal, state, county, and municipal government, who, by <br />happy coincidence, would like to take approximately eight <br />weeks of leave without pay each year, during which time Mrs. <br />Brennan would be available to fill in. After October 1, <br />Mrs. Brennan's part-time duties would include advising the <br />Code Enforcement Board, reviewing court costs presented to <br />the County for payment, and assisting the office during <br />scheduled vacations for the other two lawyers in the office <br />and during sicknesses or other absences when a fill-in <br />lawyer would be necessary. <br />Alternatives to my recommended course of action include not <br />hiring any replacement at all for Mrs. Brennan. The problem <br />with this is that the state -mandated rewrite of the land <br />development regulations and the concomitant necessary <br />rewrite of the entire Indian River County Code cannot be <br />performed with only two lawyers__ hand_li.ng__the_normaI heavy <br />workload of the County. Our office would be understaffed by <br />one-third for approximately seven months. This also ignores <br />Mrs. Brennan's request to become part-time if possible after <br />October. <br />A second alternative would be to hire a full-time, temporary <br />lawyer from, March thru October, 1990, at which- time Mrs. <br />Brennan would return full-time. The problem with this <br />approach is that it would be virtually impossible to hire a <br />qualified attorney who would be willing to relocate and <br />undertake such a job for sucli'a short period of time. <br />1 respectfully request authority to fill Mrs. Brennan's <br />position with a permanent, full-time attorney with the <br />conversion of Mrs. Brennan herself to a permanent, part-time <br />attorney effective October 1, 1990. Before any lawyer is <br />hired I would request Board approval of the person and of <br />the salary. <br />Attorney Vitunac felt everyone would be happy wi.th the <br />lawyer he has in mind, but he is not allowed to tell who it is <br />until after this has been approved. If this is approved, he <br />would call him this afternoon, but before any hiring is done, he <br />would bring his name and salary offer to the Board for approval <br />of each of the Commissioners. It will be an additional one-half <br />lawyer position, and it would end up with about eight -tenths of a <br />lawyer with the new person and Attorney Brennan will be more like <br />87 <br />
