Commissioner Bird agreed that we do not want to lock <br />ourselves into bond financing. <br />Director Keating did not feel this does lock us in and <br />suggested wording "that the county upon the advice and <br />recommendation of the Finance Advisory Committee will determine <br />when it is more appropriate to use the 14 Local Option Tax or <br />other funding sources to finance capital improvement projects. <br />Commissioner Bird suggested we just say "will explore and <br />make recommendations for various funding alternatives for capital <br />improvement projects." He did not want to lock us into either <br />bonding or the 1t Sales Tax. <br />Director Keating confirmed that staff will put that into <br />words. <br />COMMISSIONER SCURLOCK LEFT THE MEETING AT 2:40 o'clock P.M. <br />FUTURE LAND USE ELEMENT <br />Goal <br />Land development in Indian River County will occur in an orderly <br />and controlled manner which ensures balanced growth that <br />maximizes the potential for economic development, provides for <br />the efficient use of facilities and services and ensures the <br />protection of the county's rich and varied environmental <br />resources. <br />OBJECTIVE 1 COMPACT, LOW-DENSITY DEVELOPMENT <br />Indian River County will have an efficient and compact land use <br />pattern which reduces urban sprawl, while maintaining the overall <br />low density character of the county, and ensuring adequate land <br />for utility facilities necessary to support development. <br />Director Keating advised of changes in the following: <br />POLICY 1.1: Indian River County hereby adopts the Future Land <br />Ose Goals, objectives, policies and maps 2.10, 2.14, 2.16, 2.17, <br />2.18, 2.21, 2.23, 2.25, 2.26, 2.33, 2.33a, and 2.34, as the basis <br />for directing all land development regulations in the County. <br />POLICY_ 1.22: Nodes shall not be created or expanded to within <br />1 1/2 miles of an existing node. <br />107 <br />,Jr <br />
