A <br />BOOK 79 F'.ur <br />POLICY 1.26: The County shall also designate Neighborhood <br />Commercial Nodes, not to exceed 5 acres, for limited retail and <br />convenience uses. New Neighborhood Nodes shall be no cicnser than <br />1 mile to existing commercial nodes. Neighborhood Commercial <br />Nodes are not shown on the Future Land Use Map. The existence of <br />a neighborhood node shall not prevent the expansion of an <br />existing non -neighborhood node. <br />- NO COMMENT ON THE ABOVE POLICIES <br />Commissioner Bird wished to know if Policy 1.23, which <br />states that "No Node should be considered for expansion unless <br />700 of the land area (less rights-of-way) is developed or <br />approved for development..." is something new*. <br />Director Keating advised that we had that policy, but agreed <br />to add the phrase "or otherwise warranted by the proposed <br />development," as that leaves some flexibility. <br />Director Keating wished to have authorization to include in <br />Objective 1 the policy that we referenced before that conserva- <br />tion areas will be more specifically determined by environmental <br />surveys. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Bowman, Commissioners Scurlock and Wheeler <br />having left the meeting, the Board unanimously (3-0) <br />agreed to include the above in Objective 1. <br />OBJECTIVE 2 URBAN SERVICE AREAS <br />By 1991, all new residential development greater than .2 <br />units/acre, commercial and industrial development shall occur <br />within the Urban Service Areas which contain the infrastructure <br />and services needed to accommodate such development. <br />Attorney Douglas Kneller, representing Norpak Corporation, <br />asked what happens if a corporation or large land owner comes in <br />and puts in the infrastructure, perhaps a 4 million dollar waste <br />facility, drills wells, etc. For the county, that has increased <br />their general bonding capacity.
