Basically, the idea is to make <br />the open space policy identify that we want to use the open space <br />when we have rural right-of-ways. <br />Public Works Director Davis further explained that it is <br />very hard to work in this community west of 43rd Avenue in a R/W <br />acquisition program and plan for an urban section and still <br />handle the stormwater management requirements; so, you either <br />confine the R/W and purchase off-site land for drainage or you go <br />with the rural cross section and you have a lower cost to build <br />the mile of road. It is a trade off. <br />Mr. Risinger agreed but asked if there is away we can play <br />with the design speeds on these roads so we can get the center <br />line radius down. <br />Director Davis advised that we have reduced the radius and <br />still met the rural design standards. <br />OBJECTIVE 10 NON -CONFORMING USES AND BLIGHTED AREAS <br />Indian River County will reduce the number of uses which are <br />inconsistent with the Future Land Use Map and will provide for <br />the redevelopment of blighted areas. - NO COMMENT <br />Chairman Eggert advised that POLICY 10.5 has a change and <br />read it, as follows: <br />POLICY 10.5: By 1990, Indian River County shall initiate action <br />to rezone —property to conform with the land use designations <br />identified on the future land use map #2.34. Prior to initiating <br />this comprehensive rezoning process, the county will prepare an <br />administrative procedure for reviewing claims of vested rights. <br />Through this procedure, landowners will have the ability to <br />demonstrate that they have a vested right to retain the existing <br />density/intensity applicable to their property. As an interim <br />measure, all development shall be consistent with existing zoning <br />and development regulations, however, in those cases where such <br />regulations may be in conflict with this plan, the provisions of <br />the plan shall apply. - NO COMMENT <br />OBJECTIVE 11 COORDINATED PLANNING <br />Indian River County will coordinate with the resource planning <br />and management activities of the state and ensure that all future <br />116 <br />
