121 `990 <br />BOOK �� 35 <br />preservation of the function of natural groundwater aquifer <br />recharge areas. - NO COMMENT <br />OBJECTIVE 5 CAPITAL IMPROVEMENTS <br />By 1992, the county will have a specific capital improvements <br />program in place for the acquisition and protection of the prime <br />groundwater aquifer recharge areas. - NO COMMENT <br />Chairman Eggert noted that'the DRAINAGE SUB -ELEMENT already <br />has been addressed. <br />TRAFFIC CIRCULATION ELEMENT <br />Goal <br />A safe, convenient and efficient motorized and non -motorized <br />transportation system available for all residents and visitors to <br />the county with a minimum detriment to the environment. <br />OBJECTIVE 1 CORRECTION OF DEFICIENCIES <br />The county acknowledges and it is documented in the Analysis <br />section of this element that there is only one existing roadway <br />deficiency, however, technically this is not a deficiency under <br />concurrency rules since this roadway improvement is in the first <br />three years of FDOT's 5 -year Transportation Improvement Plan. By <br />1994, the existing roadway capacity deficiency will be corrected. <br />Director Keating wished to point out that we are changing <br />LOS standards consistent with the new DOT capacity tables in the <br />'85 Highway Capacity Manual, and we are just dealing in peak <br />season numbers; we are talking peak hour/peak season/peak <br />direction. That is the major change under Objective 1. <br />Chairman Eggert noted that under Policy 1.4, we have just <br />added one table number: <br />POLICY 1.4: The county hereby adopts the transportation capital <br />improvements program (TCIP) incorporated within this element <br />(Ref.: Tables 4.7.1, 4.7.2 and 4.7.3). This TCIP shall be <br />reviewed and updated on an annual basis. - NO COMMENT <br />OBJECTIVE 2 ADEQUATE TRANSPORTATION SYSTEM <br />The county traffic circulation system will operate at or above <br />the minimum service levels specified in Policy 1.1, and traffic <br />system improvements (identified in Tables 4.7.1, 4.7.2, 4.7.3) <br />needed to ensure operation of roadways at or above the adopted <br />level of service standard will be provided. - NO COMMENT <br />128 <br />
