Commissioner Bowman referred to Policy 6.3, as follows: <br />POLICY 6.3: By 1992, the county shall acquire and/or assist <br />state and federal agencies in the acquisition of coastal/tropical <br />hammocks for the protection of the vegetative community. The <br />following sites shall be considered: <br />a. coastal/tropical hammocks and other complementary <br />native plant communities adjacent to the (IFAS) Florida <br />Medical Entomology Laboratory, north of Oslo Road, east <br />of U.S.#1. <br />b. coastal/tropical hammocks adjacent to northern Jungle <br />Trail, in coordination with the proposed Pelican Island <br />National Wildlife Refuge expansion, and <br />c. coastal/tropical hammocks on Orchid Island north of <br />Wabasso Beach and east of S.R. A1A, in conjunction with <br />the proposed CARL Wabasso Beach/Sea Turtle National <br />Wildlife Refuge project. <br />Commissioner Bowman felt we should add sand ridge to the <br />above list as "d." <br />Planner DeBlois felt that was covered under the previous <br />POLICY 6.2 with reference to xeric scrub, but Commissioner Bowman <br />pointed out that says "preserved;" it doesn't say "acquired." <br />It was agreed to add sand ridge as "d." <br />Bud Kleckner noted that POLICY 6.10 states that "By 1995 the <br />county shall establish a GIS computer mapping inventory of <br />vegetative communities...." He stressed that this is urgently <br />needed now, and he felt this date should be moved up. <br />OBJECTIVE 7 WILDLIFE AND MARINE HABITAT <br />There will be no reduction in the critical habitat of endangered <br />or threatened plant and animal species occurring in Indian River <br />County, and the county shall conserve, appropriately use and <br />protect non -threatened, non -endangered fisheries, wildlife, <br />wildlife habitat and marine habitat (i.e. seagrass beds) through <br />the implementation of land development regulations and policies. <br />For the purpose of this objective, "critical habitat" is defined <br />as the minimum required sum of environmental conditions in a <br />specific area necessary to sustain a given species. The protec- <br />tion of critical habitat shall be measured and evaluated on a <br />site development basis, in addition to county land acquisition <br />efforts as described in Policy 5.5 and the policies of Objective <br />6 of this element. - NO COMMENT <br />OBJECTIVE 8 RECREATIONAL USES OF NATURAL RESOURCES <br />Sufficient resource-based parks and outdoor recreational oppor- <br />tunities will be provided for public use; viable communities of <br />flora and fauna on public recreational and open space lands will <br />E0 133 BOOK i<�` F'":c <br />
