4 <br />Chairman Eggert noted that the HOUSING ELEMENT was taken up <br />at the beginning of this review. <br />CONSERVATION_ ELEMENT <br />Goal <br />It is the goal of Indian River County to protect, conserve, <br />enhance, or appropriately use the County's natural resources in a <br />manner which maximizes their natural functions and values. <br />OBJECTIVE 1 AIR QUALITY <br />Air quality within Indian River County will continue to meet or <br />better state and federal minimum ambient air quality standards. <br />OBJECTIVE 2 SURFACE WATER QUALITY <br />By 1995, water quality throughout the Indian River Lagoon and the <br />St. Sebastian River shall meet State Class 11 and Class 111 water <br />quality standards, respectively, and the County will protect and <br />appropriately use these and other surface waters to maximize <br />their natural functions and values. <br />Chairman Eggert believed staff needs to check this whole <br />element in regard to referring to "St. Sebastian River." <br />OBJECTIVE 3 GROUNDWATER QUALITY AND QUANTITY <br />Groundwater quality in Indian River County will be protected <br />against degradation, and there will be minimal loss of the poten- <br />tial yield of groundwater in the shallow aquifer or Floridan <br />aquifer. - NO COMMENT <br />OBJECTIVE 4 FLOODPLAINS <br />The flood storage capacity and other natural functions and values <br />of 100 -year floodplains in Indian River County will be preserved, <br />and risk to life and property will be reduced. - NO COMMENT <br />OBJECTIVE 5 WETLANDS <br />There will be no net loss of the natural functions provided by <br />wetlands or deepwater habitats in Indian River County. <br />- NO COMMENT <br />OBJECTIVE 6 UPLAND VEGETATIVE COMMUNITIES <br />Sufficient upland vegetative communities to maintain viable <br />populations of all native plant and animal species, and represen- <br />tative stands of each habitat type in Indian River County, will <br />be preserved. - NO COMMENT <br />132 <br />
