coastal wetlands, living marine resources (e.g. manatees, sea <br />turtles, etc.), wildlife habitat (e.g. seagrass beds, etc.) and <br />undeveloped coastal barriers. - NO COMMENT <br />OBJECTIVE 2 ESTUARINE WATER QUALITY <br />By 1995, Indian River County will improve overall estuarine water <br />quality to the Florida Department of Environmental Regulation <br />guidelines Class II waters - shellfish propagation and <br />harvesting. - NO COMMENT <br />OBJECTIVE 3 WATER-DEPENDENT/WATER RELATED USES <br />By 1993, Indian River County shall adopt and implement <br />performance guidelines which give shoreline priority to <br />water -dependent uses while decreasing the adverse ecological <br />impacts of these uses. - NO COMMENT <br />OBJECTIVE 4 BEACHES AND DUNES <br />Indian River County will have an established comprehensive beach <br />and dune management regulatory program by September 1990, which <br />protects, maintains and enhances a naturally functioning beach <br />and dune system, while ensuring that no unnatural disturbances of <br />the primary dune system occur. <br />Commissioner Bird wished to know if POLICY 4.1, which <br />designates the 1981 DNR Coastal Construction Control Line as the <br />"County Dune Stabilization Setback Line" and prohibits construc- <br />tion eastward of that line, except for such things as erosion <br />control projects, dune walkovers, lifeguard towers, navigational <br />markers, and emergency vehicles, is more restrictive than the <br />state policy. <br />Director Keating noted that we do this now, and we are <br />stricter than the state. What we have done is adopt the old <br />C.C.C.L. line as the dunes stabilization setback line, and we are <br />prohibiting construction seaward of that.
