r � � <br />Attorney Vitunac noted that if you can build on metes and <br />bounds, there might be some argument about unequal protection for <br />a platted lot. <br />Planner Crosley pointed out that this doesn't say there <br />won't be lots east of that line, but just that the lot can't be <br />created entirely east of it so that you would have to build a <br />structure east of the line. <br />Commissioner Bird suggested that we could say lots can't be <br />platted "entirely" east of that line, but Mr. McQueen noted that <br />you still have to transfer that ownership, and if you don't plat <br />the land, you can't transfer the title. <br />Commissioner Bird felt Policy 11.5 creates too many problems <br />and suggested we just eliminate it. <br />It was generally agreed to eliminate Policy 11.5. <br />Discussion ensued about 3 upa in the Coastal High Hazard <br />Area, and Mr. McQueen voiced his opinion that 3 upa is adequate. <br />RECREATION AND OPEN SPACE ELEMENT <br />Goal <br />It is the goal of Indian River County to provide a recreation and <br />open space system which meets the needs of all residents of the <br />county, is accessible to all residents of the county, and maxi- <br />mizes the county's physical, cultural and historical resources. <br />OBJECTIVE 1 ADEQUATE PARKLANDS <br />The county will at all times during the planning period have a <br />sufficient supply of parklands to accommodate the county <br />residents at the accepted service levels. <br />Director Keating informed the Board that we have changed the <br />levels -of -service set out in the policies under Objective 1 <br />substantially. We have reduced them. One objection by the DCA <br />was that we only used resident population, and they said we had <br />to use functional, which is both resident and seasonal popula- <br />tion.
