BOOK 79 F',ti GE <br />Administrator Chandler wished the Board to be aware that a <br />request already has been made for improvements that need to be <br />out there in preparation for this year's Fair. Among other <br />.things, it included stabilization of the center area, and we have <br />about $5,600 expense in that. <br />Commissioner Bird believed, in fairness to the Firefighters, <br />that improvement would benefit any activity using the facility, <br />not necessarily just the Fair. <br />Commissioner Scurlock believed it is time that we establish <br />a fund where we can put whatever dollars are available after <br />annual fair so that any improvements are consistent with the <br />master plan. Although there may have been some funds already <br />expended this year, he felt at least the balance should be <br />escrowed for capital improvements for the future. <br />OMB Director Baird informed the Board that he has accounted <br />for all the revenues and operating expenses, utilizing the reve- <br />nues from the Fair to offset the operating, and it is balanced <br />now. If the Board takes that revenue out, it will become <br />unbalanced. <br />Commissioner Scurlock inquired about the revenue we have <br />from some of the other activities out there, and Director Baird <br />reviewed figures, noting that we are estimating $13,000 total <br />revenues for the Fairgrounds this year. We have a maintenance <br />account of $6,000, and we have about $5,600 left, but that does <br />not include the mowing done by our crews. He stressed that it is <br />barely a balanced budget, and he did not think we could move the <br />whole amount into a trust fund, possibly half of it. <br />Commissioner Scurlock did not think the Firefighters Fair <br />should be the balancing act for the operation out there, and <br />possibly we should adjust some of the revenue from the other <br />activities. <br />Commissioner Bird expressed his feeling that we need to put <br />a certain amount of improvements up front, and then the revenues <br />20 <br />M i M <br />
