personally likes the lower density the people want and spreading <br />it out rather than people packing. <br />Director Keating noted that what we are here for today is a <br />final adoption hearing of the Indian River County Comprehensive <br />Plan, and we have been working on this for several years. Staff <br />has done a lot of research; we have had a lot of hearings and a <br />lot of workshops; and what the Board has before them today is a <br />lot different that what they reviewed at the transmittal hearings <br />in August. Director Keating advised that we have received <br />comments from the DCA, the TCRPC, and 1000 Friends of Florida, <br />plus numerous letters and other comments, and while we have made <br />substantial changes and have what he feels is a much better plan <br />than we had in August, he doubted that we have made one person <br />happy in the process. <br />Director Keating continued that probably the most important <br />change is not a substantive change, but a format change. What <br />they are recommending today is that the Board adopt what they <br />call the adoptive portions of the Plan, which basically are the <br />goals, objectives and policies of all the elements, and a number <br />of maps. The rest of the 1500/1600 page document is acknowledged <br />by reference as support documents. <br />Discussion continued regarding adoption of the Plan, and <br />Commissioner Bird reviewed that once we send the approved plan to <br />DCA, at that point, if they sign off on it, it is done, but if <br />they have objections, we have the ability to negotiate the objec- <br />tions; however, if we sign off on it, then we can't change it <br />after today unless it is changing it to try to comply with DCA. <br />Director Keating agreed, but stressed that regardless of <br />what DCA does, what the Board adopts will be the adopted Plan and <br />will be implemented as of today. There is the ability for anyone <br />to request an amendment every 6 months, and we have to do an <br />evaluation of the Plan every 5 years. <br />Commissioner Scurlock believed the County can initiate a <br />27 <br />BOOK G� <br />FEB 13 1990 <br />
