Attorney Vitunac asked if there is an opportunity for our <br />staff to meet with the DCA staff in Tallahassee in an informal <br />meeting to resolve problems, if there are any. <br />Mr. Banning advised that when you send in plans, there is a <br />45 day review period. If the DCA has problems or questions, they <br />definitely will be in touch with the County staff. He stressed <br />that the DCA has a very open and constant communication process; <br />they have met with staff several times and talked with them on <br />the telephone, and he did not feel there should be any communica- <br />tion problem. <br />Commissioner'Bird asked if, in the review of each county's <br />plan, the DCA staff looks at each plan from the objective of each <br />county and its particular needs and topography, etc., or are they <br />bound by a "cookie cutter" approach? He did feel that we have a <br />somewhat unique county here geographically - we have a coastal <br />ridge, a 10 mile ridge along 1-95, and residential in between <br />with Agriculture and marsh lands to the west, and he asked if the <br />DCA will look at this county differently than the counties to the <br />north and south of us. <br />Mr. Banning confirmed that the DCA does have that ability, <br />but their process is a combination of the "cookie cutter" <br />approach combined with knowledge of the particular community <br />involved. Their process is made up of the blending of a rigid <br />checklist with a good dose of reality. Mr. Banning stressed that <br />just because they approve something in one community doesn't mean <br />they will approve the same thing in another. <br />Chairman Eggert asked if the DCA places heavy weight on our <br />conformance with the TCRPC Plan for our district, and Mr. Banning <br />confirmed that they do. <br />POLICY RE 25% UPLAND RETENTION OF NATIVE PLANT COMMUNITY <br />Chairman Eggert asked that the Board first take up the 25% <br />upland retention problem. <br />G <br />29 u0� 79 - <br />FEB <br />9FEB 11 1990 <br />
