AW <br />Boa 79 <br />Sections 3-6 contain standard legal language that is inserted in <br />all County ordinances. <br />With the proposed criteria and special exception approval process, <br />it is staff's opinion that driving ranges could be compatible uses <br />within a residentially designated area on agriculturally zoned <br />property. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners adopt the <br />proposed ordinance. <br />Commissioner Bird understood that site access must be off of <br />a Thoroughfare Plan designated road, and Stan Boling, Chief. of <br />Current Development, explained that access can be off any of the <br />collector roadways that are on the Thoroughfare Plan, such as 8th <br />Street, 12th Street, Oslo, etc. <br />Commissioner Bird also asked for an explanation of a Type <br />"B" buffer, and Mr. Boling explained that it involves at least a <br />3 -ft. continuous hedge or fence and one canopy tree per 40 feet. <br />It is not a solid wall or opaque. The setbacks that we have <br />applied here would keep the buildings or structures far away from <br />the property lines. <br />Commissioner Bowman wondered if "daylight only" is sensible, <br />and Commissioner Bird didn't feel that lighting is needed here in <br />Florida, his thinking being that if those type of activities are <br />to be lighted, they should be located in commercially -zoned areas <br />where lighting is appropriate. The purpose of this was to allow <br />driving ranges in other areas and to loosen it up a little. He <br />felt the lighting prohibition is workable. <br />Chairman Eggert opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter. There being none, she <br />closed the Public Hearing. <br />15 <br />
