Vitunac 'County Attorney <br />DATE: February 21, 1990 <br />RE: MANATEE RESOLUTION <br />CONSENT AGENDA - 2/27/90 <br />Pursuant to the direction of the Board at the public hearing <br />relating to the adoption of rules for the protection of the <br />manatee, the County Attorney's Office has prepared the <br />attached resolution that urges the state to increase law <br />enforcement capabilities along the Indian River lagoon. <br />Staff recommends its adoption. <br />Commissioner Bowman advised that she will vote against this <br />Resolution. She felt it is perverse and contrary. Only a week <br />ago this body voted to.allow a maximum speed of 40 mph in the <br />Lagoon, and now, we are saying to the Governor and Cabinet give <br />us sufficient funds so that we can provide additional law <br />enforcement capabilities, which, in effect, is saying that there <br />is no way a law enforcement officer is going to enforce that <br />speed limit. She further pointed out that the Resolution says <br />nothing about boating safety, and that was one of the concerns. <br />Discussion ensued regarding speeds on various parts of the <br />river, and Chairman Eggert suggested possibly we should table <br />this item. <br />Commissioner Scurlock noted that although there is a <br />difference of opinion on the speed limit, there were some other <br />elements in what we did that do require law enforcement <br />activities, and he believed what we were saying is would you <br />please help Las fund the monitoring of those other provisions <br />within the ordinance. <br />Commissioner Bowman believed what we are asking is something <br />the Legislature already did in the last session. <br />18 <br />
