The Chairman asked if Commissioner Bowman would like to have <br />a Boating Safety Resolution done, but Attorney Vitunac advised <br />that can be added to the proposed Resolution. <br />Commissioner Scurlock stated that he would like to see the <br />Resolution modified to include boating safety, and County <br />Attorney Vitunac confirmed that can be added very easily. After <br />the words "to provide additional law enforcement,".we can add <br />"and boating safety capabilities." <br />Commissioner Bowman agreed that improved the Resolution but <br />still would not support it. <br />ON MOTION By Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board by a 3-1 vote, Commissioner <br />Bird being absent and Commissioner Bowman voting in <br />opposition, adopted Resolution 90-26A with the addition <br />in regard to boating safety. <br />RESOLUTION NO. 90-26A <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />BY ITS BOARD OF COUNTY COMMISSIONERS, TO THE <br />GOVERNOR AND CABINET OF THE STATE OF FLORIDA, <br />URGING THAT THE STATE PROVIDE ADDITIONAL LAW <br />ENFORCEMENT AND BOATING SAFETY COURSES FOR THE <br />PROTECTION OF MANATEES. <br />WHEREAS, the Department of Natural Resources (DNR) <br />has proposed strict rules for the use of the Indian River <br />Lagoon and Intracoastal Waterway in 13 coastal counties; and <br />WHEREAS, these counties have been given the option of <br />devising local rules subject to the approval of the DNR; and <br />WHEREAS, while Indian River County believes in the <br />goal of the proposed rules, i.e., the protection of the <br />endangered .manatee, the County believes that manatee would <br />be better protected, regardless of which rules are adopted, <br />If there were additional law enforcement officers with the <br />proper equipment available to cite violators of the existing <br />or proposed rules and if there were additional boating <br />safety courses available, <br />19 BOOK l FI�, 138 7 <br />
