TO: Members of the Board <br />of County Commissioners <br />DATE: February 20, 1990 <br />SUBJECT: AUTHORIZE PROCTOR CONSTRUCTION <br />TO ISSUE CHANGE ORDERS UP TO <br />$5,000 ON EACH PROJECT <br />CONSENT AGENDA <br />FROM: Joseph A. Baird <br />OMB Director <br />DESCRIPTION AND CONDITION <br />Proctor Construction is the Project Manager for three (3) County <br />projects, the Jail Phase III, the new Main Library and the North <br />County Library. To save time and money, staff feels that Proctor <br />Construction should be allowed to authorize change orders for the <br />three jobs, in an amount not to exceed $5,000 per project (with the <br />understanding that they must return to the Board for retroactive <br />approval). <br />Staff recommends the Board approvethis request for the reasons and <br />conditions stated above. <br />Chairman Eggert noted that the budget on the Library is so <br />tight that she would hate to allow Proctor to authorize change <br />orders up to $5,000 per project. <br />Commissioner Scurlock talked about authorizing up to $5,000 <br />on all projects except the Libraries, and Chairman Eggert <br />suggested making it up to $2,500 on the Libraries. <br />Administrator Chandler explained the procedure that would be <br />followed on such Change Orders, and OMB Director Baird corrected <br />his memo which talks about returning these to the Board for <br />retroactive approval.' He advised that this should be changed to <br />have these come back as information items. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to allow Proctor Construc- <br />tion to authorize change orders on the Jail Phase III <br />and the County Health -Department not to exceed $5,000 <br />per project and not to exceed $2,500 per project on <br />the two Libraries. <br />FEB 2 r(1990 21 <br />
