SEB 27 1990 Boo 79 P,�GE 3 7 S <br />Director Davis explained that in doing the assessment, staff <br />split the church property in half and considered half the <br />property would access U.S.I and the other half 134th Street. He <br />further explained that the assessment roll was done purely on a <br />cost per acre assessment basis, not on front footage. <br />Chairman Eggert asked if anyone present wished to be heard. <br />Wayne Sims, 13385 80th Ave., informed the Board that 134th <br />Street goes in'front of his house. They did a rough survey, and <br />at least 23 of the 25 people who own homes there are against the <br />paving. Some of those people aren't here today because they have <br />to work. Mr. Sims noted that some of the people moved to this <br />street just because they thought it was a dead end. He has 3 <br />children; they all ride bikes; and with the additional traffic, <br />it wouldn't be as safe. He also was against the way the paving <br />is being billed because normally it would be by front footage. <br />He happens to own more than 1 acre and would pay more. Mr. Sims <br />felt that probably 98% of the traffic on the road would be church <br />traffic; he sees the possibility the road will have to be repaved <br />at some time; and he wished to know who would pay for that. He <br />conceded that his property value probably will go up, but the <br />possibility of resale probably will go down. He asked if the <br />church has checked out other solutions to their problems. Mr. <br />Sims believed that St. Joseph's Church on Babcock Street in Palm <br />Bay has a similar problem, and they pay a traffic cop to handle <br />the traffic. <br />Norbert Resop, 134th Street, stated that first of all, the <br />residents don't want the paving, but he also wished to know how <br />come they are charging $8/9 a foot for 126th Street while they <br />are charging them $13.73 a lineal foot. Mr. Resop contended that <br />the church created this problem, and he believed they should open <br />134th Street the other way to the south and solve their own <br />problem instead of congesting the residents on 134th Street north <br />of them. <br />30 <br />
