Road, and staff's position is that we do want to pave the road <br />because we want to eliminate the need for graders having to go <br />into the area. <br />Commissioner Wheeler asked if the DOT would consider putting <br />up a light that would be activated only during certain hours, and <br />Director Davis advised that it is very difficult to get DOT to <br />approve something like that. He further noted that the church <br />property is in the City of Sebastian, and U.S.I is a state <br />roadway; so, the county has no jurisdictional authority on the <br />church property as it connects to U.S.I. while 134th Street is a <br />local street on the county system. Generally, however, we try to <br />transcend the political boundaries and look at the safest situa- <br />tion for the community, and staff's opinion is that it would be a <br />safer situation to have a second ingress and egress out of the <br />church property. Director Davis pointed out that St. Helen's <br />Catholic Church in Vero Beach has connections to the local road <br />system, and Holy Cross Catholic Church, which is located on the <br />barrier island, also connects to the local road system. <br />Chad Green, 134th St., advised that he and his wife own <br />about 21 acres of land there. He noted that the Methodist Church <br />on Roseland Road doesn't have any problem. He believed the City <br />of Sebastian and St. Sebastian Church created their own problems, <br />and he contended that they can go over the railroad tracks and <br />take the road to the dump. Mr. Green stressed that all these <br />problems are the doings of the church and the City of Sebastian, <br />and the residents on 134th Street are in Roseland, not Sebastian. <br />William Ruetemann, 8120 134th St., commented that the <br />attorney for the church told us that he would like to have the <br />road paved for their convenience, and he noted this would be <br />basically at the residents' expense because the $15,000 assessed <br />to the church is not even going to scratch the surface of what <br />that road is going to cost. <br />Roland Baur, 8135 134th St., stressed that out of 25 owners, <br />23 want the street to be left in peace.
