Page 4 <br />February 19, 1990 <br />Future Land Use Pattern <br />The Future Land Use Map in the newly adopted comprehensive plan <br />designates property west of 58th Avenue between 16th Street and <br />26th Street as M-1, Medium -Density Residential. The M-1, <br />designation permits residential densities up to 8 units/acre. <br />This plan also designates a 160 acre commercial node at S.R. 60 <br />and 58th Avenue. This node encompasses the 4 corners of the <br />intersection and extends along the south side of S.R. 60 east to <br />43rd Avenue. A few properties along the north side of S.R. 60 <br />near 43rd Avenue are also included in the node. (see Land Use Map) <br />Transportation System <br />S.R. 60 forms the southern boundary of the project. This roadway <br />is classified as a principal arterial in the Traffic Circulation <br />Element of the Comprehensive Plan and is a four lane divided <br />highway west of 58th Avenue. East of this intersection, S.R. 60 <br />is a 6 lane divided road. At the present time the level of <br />service on SR 60 is B. The widening of this road to 6 lanes from <br />58th Avenue to 82nd Avenue is included in the plan as a <br />recommended improvement by the year 2010. <br />Sixty-sixth Avenue, which forms the western boundary of the <br />property, is classified as a minor arterial. This road is <br />presently a paved two lane road north of S.R. 60. This roadway <br />becomes Schumann Drive and connects with U.S. #1 in Sebastian. <br />South of S.R. 60, 66th Avenue is an unpaved road. Additional <br />right-of-way for the segment between 53rd Street and 12th Street <br />is identified as needed by 1992. <br />East of -the property, 58th Avenue is classified as a principal <br />arterial and is a two lane paved roadway from 9th Street S.W. <br />(Oslo Road) to CR 510, south of Sebastian. The Traffic <br />Circulation Element of the draft comprehensive plan recommends <br />this roadway for widening to 4 lanes from 12th Street to 33rd <br />Street by 2010. Twenty-sixth Street, along the north of the <br />property, is classified as a collector. This two lane dirt road <br />is not identified in the plan for improvements; however, the <br />existing right-of-way is identified as being deficient. An <br />additional 50 feet of right-of-way is estimated as needed by 1995. <br />The Traffic Circulation Element includes normal intersection <br />improvements along with other scheduled improvements; however, the <br />plan does identify intersection improvements at 58th Avenue and <br />S.R. 60. <br />Project related improvements such as turn lanes and other traffic <br />operations improvements are being addressed as part of the DRI. <br />Environment <br />The subject property does not contain "environmentally important" <br />uplands (coastal hammock or xeric scrub), as designated by the <br />Conservation Element of the revised Comprehensive Plan: Moreover, <br />the property does not fall within a 100 year flood zone. <br />There are, however, several environmental issues. The northeast <br />portion of the area proposed for rezoning contains an <br />environmentally sensitive wetland system. This area encompasses <br />approximately 26.5 acres of the 156 acre site. <br />There are also several examples of specimen and endangered <br />vegetation on the subject property, including the recognized <br />"champion tree" Simpson Stopper cluster; and a cabbage palm <br />hammock which supports an endangered fern colony. These areas are <br />generally shown on the accompanying map. <br />43 <br />FEB 2'` <br />
