The problem in using the benefit district is that once you begin trying to exclude certain properties such as a golf course or a school, -it is very difficult for the Tax Assessor to go into the district and subtract out properties. Everything is set up in the computer based on millages and ad valorem taxes, and he almost has to do it manually. However, if we do it manually, we can equalize that 2100 -person assessment roll and determine equity much easier than the Tax Assessor.
