Mrs. Roberts understood then that we are talking about two <br />years if we go through the special assessment rather than the <br />benefit district. <br />Chairman Eggert explained that the special assessment process <br />would be even faster than going through the benefit district <br />procedure, but Commissioner Bird pointed out that would be the <br />case if we had the money, but we don't. <br />Commissioner Scurlock believed there is an ability to include <br />any short-term financing as part of the assessment, and Chairman <br />Eggert understood that if we went to the benefit district, it <br />would have to go out on next year's bills. <br />Attorney Vitunac explained that you could borrow a note from <br />the bank or you could borrow internally and do the project. It is <br />going to take several months to develop the program and have the <br />hearings and that could put you into October anyway. He would <br />strongly recommend getting rid of the benefit district concept and <br />doing it under Director Davis's method. It probably would be <br />sooner that way because otherwise you would have to do it within <br />the boundaries of the district and you may want more flexibility. <br />Mrs. Roberts understood that if it was done through a <br />straight assessment, there is some room for equivalent units, and <br />Commissioner Scurlock explained that there is an equalization <br />hearing. Anytime you do a special assessment, there is an ability <br />through that public hearing process for an individual to come in <br />and appeal directly to the Board for relief due to special <br />circumstance. In the assessment program, we would determine a <br />certain equivalent number of ERUs for St. Edward's School and for <br />the Moorings Club. <br />Attorney Vitunac reiterated that it could be done quicker <br />with the special assessment than with a benefit district because <br />with the district the timetables have to merge with the County <br />budget process.
