Indian River Farms Water Control District Audit <br />Report for year ended September 30, 1989 <br />B. Proclamation <br />PROCLAMATION IN SUPPORT OF <br />SUBSTANCE ABUSE COUNCIL OF <br />INDIAN RIVER COUNTY, INC. <br />WHEREAS, the Substance Abuse Council of Indian River County, <br />Inc. is a not-for-profit corporation which was organized because <br />of the concern of Indian River County citizens about the dangers <br />of substance use and abuse, namely alcohol, tobacco and <br />controlled substances; and <br />WHEREAS, the first goal of the Substance Abuse Council of <br />Indian River County, Inc. is to identify and monitor the scope of <br />substance use and abuse problems in Indian River County; and ` <br />WHEREAS; the Substance Abuse Council of Indian River County, <br />Inc. will identify, assess and coordinate existing resources <br />within the county which provides education, prevention, <br />intervention and treatment relative to substance use and abuse, <br />and identify the need for additional programs and materials <br />relative to such use and abuse; and <br />WHEREAS, making citizens aware of the problems and <br />disseminating information, as well as encouraging volunteer <br />participation in meeting organizational goals are essential in <br />combatting substance abuse; and <br />WHEREAS, the Substance Abuse Council of Indian River County, <br />Inc. recognizes the need for effective community prevention, <br />treatment and after-care relevant to substance abuse, supporting <br />law enforcement and judicial activities relevant to substance <br />abuse; and <br />WHEREAS, the Council's plans call for surveying county <br />schools to establish an annual data base of progress and changes <br />brought about by the established substance abuse programs: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that all citizens <br />of Indian River County are urged to support the efforts of the <br />Substance Abuse Council of Indian River County, Inc. in fighting <br />the problem of substance abuse. <br />Adopted this 6th day of March, 1990. <br />E <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />Caro yn I <br />Eggert, 'I dirman <br />
