,MAR 13 1990 <br />2. In the past, staff reviewed the use of the Sloan <br />property for a substance abuse center and found it not <br />to be in the best interest of the county to pursue it <br />because of all the problems involved (i.e. zoning, <br />renovations, the school nearby). <br />3. If the county agrees to funding the Sloan lease this <br />year for Alpha Health Services, Inc., they will <br />probably request the county fund it in the future <br />years. We will then have a new program and agency to <br />fund in the future. <br />4. The Sloan property is in St. Lucie County not Indian <br />River County. If Indian River County is going to pay, <br />we may want the outpatient care to be located in <br />Indian River County to better serve our residents. <br />5. We have not received enough information from Alpha <br />Health Services, Inc. on their overall future plan for <br />the use of the Sloan property. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve <br />funding Alpha Health Services, Inc. matching portion of the <br />Grant/Substance Abuse for Pregnant Women in an amount not to exceed <br />$12,207.00 and that we do not fund the Sloan property lease cost. <br />Director Baird explained that he received a call from DHRS <br />regarding Mental Health, and they told him we would only have to <br />pay $13,323 to fund this program.- What they forget to tell him, <br />however, is that they had divided it into in-patient and out- <br />patient and had given Alpha Services the out-patient. When he <br />brought this to the Board a few months ago, he was not aware that <br />they had divided the grant up, and that is what caused the <br />confusion requiring the corrections in his memo. <br />Chairman Eggert confirmed that she had brought the total <br />package here for approval before the split, and now she is coming <br />back with it half and half. <br />OMB Director Baird further noted that Mrs. Eggert brought <br />this to the Board in September for $24,000, but with Mental <br />Health and Alpha combined, it now comes to $25,530. <br />Commissioner Scurlock wished it confirmed that this was <br />budgeted and the difference now is about $1,500. <br />Director Baird agreed and further noted that Alpha had <br />40 <br />
