s � � <br />TO: Members of the Board <br />of County Commissioners <br />DATE: March 7, 1990 <br />SUBJECT: DRUG ABUSE ACT - DESIGNATION OF <br />GOVERNMENT COORDINATING UNIT FOR <br />ADMINISTRATION OF COURT MONIES <br />FROM: Joseph A. Baird <br />(JFi� <br />OMB Director `� <br />DESCRIPTION AND CONDITIONS <br />Recently, Congress passed a $450 million state and local assistance <br />program to be used in fighting drug problems throughout the country, <br />the Anti -Drug Abuse Act. Of this amount, Indian River County has been <br />allocated $128,506.00. <br />Because amounts allocated to a county cannot cover the total cost of <br />programs by each unit of government, the rules of the Anti -Drug Abuse <br />Act require that each unit within a' county reach a consensus <br />concerning the expenditures of these funds. The Department of <br />Community Affairs would like the Board of County Commissioners to <br />assume the leadership role of coordinator of this effort. Highlights <br />of the Board's responsibility would be: <br />o Defining the extent and nature of the drug problems of the <br />County <br />o Identifying current efforts to control the problem <br />o Identifying the additional resources needed to combat the <br />problem <br />o Developing a countywide drug control strategy <br />o Coordinating the drug control efforts of the various <br />units of government by: <br />Identifying the problems, the projects needed and those <br />units of government who will be responsible for the <br />projects. <br />Of particular importance is <br />identified for funding must <br />units of government in the <br />also represent 51% of the <br />county. <br />the fact that those projects <br />be agreed upon by 51% of the <br />county and those units must <br />population residing in the <br />The Department suggests that each county appoint a Substance Abuse <br />Policy Advisory Board to carry out the duties of coordinator. The <br />membership of the Board would, at the minimum, consist of the <br />following (or their authorized designee) Chief Circuit Judge, State <br />Attorney, Public Defender, Sheriff, Chief of Police (of each <br />municipality or one designated by all Chiefs in the county), Jail <br />Administrator, Clerk of the Court, Superintendent of Education and a <br />representative of a local drug treatment program. In turn they <br />suggest, an Office of Substance Abuse Policy would be formed to <br />provide administrative support to the Policy Advisory Board (i.e.- <br />prepare grant applications, administer funds received from the <br />program, and coordinate the drug control activities of the criminal <br />justice, education and drug treatment systems). <br />BAR 131990 43 POGO �'J F.�c ��� <br />
