I <br />BOOK <br />RECOMMENDATION <br />f' 1GE 549 <br />According to Rule 9G-16.008 of the Anti -Drug Abuse Act of 1988, the <br />task of determining how these grant monies are to be expended cannot <br />be started without the appointment of a coordinator. Staff recommends <br />that the Board of County Commissioners accept this appointment by <br />issuing a statement of certification to the Department of Community <br />Affairs to this effect by no later than April 1, 1990. Should the <br />Board of County Commissioners choose to decline this position, the DCA. <br />will request the governing body of each municipality, in descending <br />order of population, to serve as the coordinating unit of government <br />(Further detail can be found in the grant application forms attached <br />to this agenda item. It should be noted that final application for <br />these funds must be received by the Bureau of Public Safety management <br />no later than 5:00 p.m., July 2, 1990). <br />Director Baird advised that all staff is suggesting at this <br />time is that the Board be the coordinating party. In the grant <br />they recommend a committee with a make-up very similar to the <br />Jail Committee we have now. He felt what is of particular <br />interest in this grant is the statement that "these projects must <br />be agreed upon by 510 of the units of governments in the county, <br />and those units must also represent 510 of the population <br />residing in the county." It is not an easy grant to work with, <br />but Director Baird believed if you get the City of Vero Beach and <br />the unincorporated area, that will exceed the 51%. <br />Commissioner Wheeler asked if Mr. Baird is indicating that <br />the group that is this committee would not be eligible for any of <br />those funds as a group. <br />Director Baird stated they would be eligible. He is just <br />recommending the Commission appoint themselves as the coordin- <br />ator, and then the Commission can make a decision at a later date <br />as to whether a committee is desired, the composition of it, etc. <br />Commissioner Scurlock noted that, in other words, if we move <br />Director Baird's recommendation, we still leave all the <br />possibilities open. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to accept staff recommenda- <br />tion that the Board of County Commissioners agree to <br />act as coordinator. <br />44 <br />
