r <br />MAR 131990 <br />Recommendation <br />Staff recommends approval of this amendment tv tue Risk Management <br />Section of the Administrative Policy Manual adding Rental Cars, <br />and signature by the Commission Chairman. <br />RISK MANAGEMENT AM 1000.70 <br />VEHICLE GUIDELINES <br />Use of Safety Restraints <br />03-13-90 <br />7 OF 7 <br />The County recognizes the proven effectiveness of seat belts in reducing <br />fatalities and severity of injuries resulting from motor vehicle <br />accidents. Accordingly, all County vehicles must be equipped with seat <br />belts and all occupants of County vehicles must properly wear seat <br />belts. <br />Backing of Vehicles <br />A. Whenever possible, the driver will position his/her vehicle so as to <br />avoid the necessity of backing later. Before entering the vehicle, the <br />driver shall check the rear clearance of the vehicle. The driver shall <br />not back the vehicle unless such movement can be made with reasonable <br />safety and without interfering with other traffic. <br />B. The driver of a large truck or similar large vehicle with an <br />obstructed view to the rear shall not back such vehicle unless an <br />observer signals that it -is safe to do so. <br />C. Before and during backing movements, the driver will: (1) check blind <br />zones for objects not visible in rear-view mirrors; (2) watch both sides <br />for proper clearance; and (3) back very slowly. <br />Rental Cars <br />When it is necessary for a County employee to use a rental car on a <br />short-term basis, such as during out-of-town travel for business <br />purposes, the County's automobile liability and physical damage <br />insurance coverages will be applicable. If the employee also uses the <br />rented automobile for personal purposes, the employee should review <br />his/her personal automobile insurance to confirm coverage for short- <br />term or incidental rental. In the absence of such personal coverage, <br />the employee should consider the purchase of insurance through the <br />rental agreement. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED <br />by Commissioner Bird, to approve the amendment adding <br />Rental Cars to the Risk Management Section of the <br />Administrative Policy Manual. <br />Commissioner Scurlock's only question was how you decide <br />whether the rental car is being used for personal business or <br />46 <br />
