MAR 2 01990 <br />BooK <br />.79 PAGE <br />roadway, was <br />the alignment that was recommended by the <br />permitting <br />agencies in the early 1980s. The reason why this alignment was <br />the most desirable at that time, and still is today, is due to <br />the fact that it utilizes an existing dike on the west perimeter <br />of Impoundment No. 22. It was determined that the least amount <br />of fill could be accomplished by utilizing the existing dike that <br />has been there for many years. There has been a small change in <br />alignment at the very north of the project to accommodate a <br />future extension of the Boulevard and to move the alignment as <br />far away as possible from environmentally sensitive lands._ So, <br />the basic alignment that is being recommended to the Board today <br />is the alignment developed in the early 1980s in working with the <br />permitting agencies with the exception of the very north 800 feet <br />or so, which is a little further west. <br />In 1981 the project was abandoned for higher priority <br />roadways. <br />In 1987 Phase II of the Boulevard was completed from 17th <br />Street to 4th Street and opened to traffic in September, 1987. <br />In 1986 the County Public Works staff initiated the "U.S. #1 <br />Corridor Study" to determine alternative methods to relieve <br />congestion and expand capacity along the U.S. #1 corridor in <br />north Vero Beach. The study recommended construction of a 4 -lane <br />roadway along the north extension of Indian River Boulevard from <br />SR -60 to 53rd Street. The County Transportation Planning <br />Committee and the Board of County Commissioners approved the <br />study in 1986. Shortly thereafter, the D.O.T. contracted with <br />H.R. Lochner, Inc., Consulting Engineers, to perform a 3 -county <br />study of the U.S. #1 corridor. The final report and the 1989 <br />Florida Strategic Transportation Plan all recognized the need for <br />the Indian River Boulevard northerly extension from SR -60 to 53rd <br />Street. <br />In late 1986, the County contracted with Boyle Engineering <br />Corporation to design the Phase III extension of Indian River <br />Boulevard between SR -60 and 37th Street (Barber Avenue). <br />34 <br />
