s � � <br />In early 1987 an extensive environmental coordination study <br />was performed by Boyle Engineering Corporation, which basically <br />identified and communicated with numerous regulatory agencies <br />regarding the best implementation plan for the roadway <br />construction. The following 12 agencies were contacted at that <br />time regarding the best alignment and implementation plan for the <br />roadway: U.S. Army Corps of Engineers; U.S. Environmental <br />Protection Agency; NOAA National Marine Fisheries Service; U.S. <br />Fish and Wildlife Service; Florida Dept. of Environmental <br />Regulation; Florida Dept. of Natural Resources; Florida Game and <br />Fresh Water Fish Services; Indian River County Mosquito Control <br />District; St. Lucie County Mosquito Control District; and Harbor <br />Branch Foundation. The study is titled, Indian River County <br />Indian River Boulevard North Extension Environmental Coordination <br />Final Report Dated February, 1987 <br />The Environmental Coordination Report was approved by the <br />Board of County Commissioners, who authorized a second report <br />which was titled, Indian River County Indian River Boulevard <br />North Extension Mitiqation_Site Review Report Dated September, <br />1987. The mitigation report, performed by Boyle Engineering <br />Corporation, looked at the best mitigation plan to be recommended <br />to offset and mitigate the filling of approximately 16 acres of <br />environmentally sensitive land along the project right-of-way. <br />Three sites were evaluated, and the final recommended plan <br />included the acquisition of approximately 100 acres of Indian <br />River County Impoundment No. 22, which is known as the Golf <br />Course Impoundment east of the Vero Beach Country Club. The <br />report recommended an implementation of a Rotational Impoundment <br />Management Plan (RIM) for that area be conducted as mitigation <br />for filling of the right-of-way of Indian River Boulevard, Phase <br />III. That plan was submitted to the various regulatory agencies <br />which particate in the Florida Governor's Subcommittee on Managed <br />Marshes.
