MAR 2 0 1990 BOOK'S Facc 6 <br />with some recommended changes, which since have been incorporated <br />in a revised report. During this process, an affected property <br />owner proposed an alternative alignment which was considered by <br />the County staff. After meetings with the E.P.A. and the U.S. <br />Army Corps of Engineers, the alternate alignment was determined <br />to require more fill than the original alignment that was adopted <br />in 1981. Thus, it was found to be more damaging to the <br />environment. <br />Based upon this past evaluation process, staff is requesting <br />the following approvals at this time: <br />1) Approval of the Final Alignment as shown on the official <br />right-of-way map prepared by Boyle Engineering Corp. dated <br />3/20/89. It is the official right-of-way map for Indian River <br />Boulevard Phase III from SR -60 to 37th Street (Barber Avenue). <br />It has been determined by the County staff and is being <br />recommended that this alignment be approved as the least damaging <br />alignment to the environment, the most cost effective alignment, <br />and an alignment which utilizes good geometric standards in <br />design of the roadway. <br />2) Approval of the Final Mitigation Plan for Indian River <br />Boulevard, Phase 111, prepared by Boyle Engineering Corporation. <br />This Mitigation Plan had input from numerous biologists employed <br />by both the consultant and the regulatory agencies. It will <br />provide direct mitigation along the project frontage, and <br />mitigates any damage to the environment caused by the roadway. <br />It involves the purchase of approximately 100 acres of <br />Impoundment No. 22 and implementation of what is called a <br />Rotational Impoundment Management Plan (RIM). The safety of the <br />roadway would be enhanced, mainly due to the lack of ingress and <br />egress from this land to the roadway. The roadway could act as a <br />limited access roadway, which will enhance the safety of the <br />roadway. It is best suited also due to the long-range planning <br />of this area along the project frontage. <br />36 <br />This area has been <br />
