MAR 2 01990 � PA , <br />BOOK l� GE <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Wheeler, the Board unanimously (4-0, <br />Commissioner Scurlock being absent) approved the Final <br />Alignment as shown on the official right-of-way map <br />prepared by Boyle Engineering Corp., dated 3/20/89, and <br />the Final Mitigation Plan prepared by staff and Boyle <br />Engineering Corp., as recommended by Public Works <br />Director Davis. <br />Director Davis advised that the engineering for the Phase <br />III extension of Indian River Boulevard is substantially <br />complete. The County has applied for 6 permits that are <br />pertinent to the project, and the following 3 permits have been <br />obtained: 1) St. Johns River Water Management District <br />management and storage of surface water permit; 2) Florida <br />D.O.T. connection permit to SR -60; and, 3) Indian River Farms <br />Water Control District permit. <br />Director Davis advised that the Florida D.E.R. has reviewed <br />the County's application, and they have issued a "notice of <br />intent to issue a permit" to the county for the project. <br />However, there have been complaints filed against the County's <br />permit application, whereby the application will go into an <br />administrative #120 hearing with a hearing officer appointed by <br />the State, and that permit will not be issued until the #120 <br />hearing process is complete. <br />Director Davis advised that the U.S. Army Corps of Engineers <br />has indicated to the County that they will not issue a permit <br />until all the property is acquired by the County to allow <br />implementation of the plan and the project as it has been <br />proposed. He will be meeting with them this Thursday in <br />Jacksonville to discuss the project. Numerous agencies have a <br />review status on the Corps' permit, including many of the <br />environmental agencies that worked with the County in <br />38 <br />� � i <br />
