establishing the proposed alignment both in 1981 and recently in <br />1989. <br />Director Davis advised that the U.S. Coast Guard must issue <br />a permit to construct a bridge over the Main Relief Canal. That <br />permit application is complete except for a water quality <br />certificate that must be issued by the Florida D.E.R. prior to <br />the Coast Guard issuing its permit. Therefore, the Coast Guard <br />permit is not obtainable until the D.E.R. #120 hearing is <br />completed and the D.E.R. issues a final permit. Basically, the <br />permitting for the project is moving forward; however, the County <br />must secure the land for the project. <br />Commissioner Wheeler inquired about the timeframe on the <br />administrative #120 hearing, and Attorney Sechen advised that we <br />have requested a date as soon as possible, either in late April <br />or early May, and the other side has requested a date sometime in <br />May. We have not heard from the hearing examiner as of this <br />morning, but we have pointed out in our pleading the importance <br />of this major capital improvement to the county and asked for an <br />expedited hearing date. <br />Director Davis advised that County staff and the consultants <br />have proceeded with vigor to obtain the best approval from the <br />various agencies, and we are of the opinion that all necessary <br />permits for the project are readily obtainable. We basically <br />feel that we have met all the requirements of the permitting <br />agencies, and that the project is an implementable project. <br />Right-of-way Acquisition <br />Director Davis advised that the County staff has secured the <br />services of appraisers to appraise the right-of-way and the <br />mitigation area. The appraisers that have been used are <br />qualified Florida D.O.T. appraisers and MAI certified appraisers. <br />After the appraisal process was completed, County Right-of-way <br />Agent Don Finney extended offers to all property owners within <br />BOOK ( � <br />MAR G 0 1990' 39 <br />
