Alternatives and Analysis <br />Alternative #1 - Accept the property owner's price of $79,207.00. <br />Alternative #2 - Instead of purchasing both lots, only purchase the needed <br />right-of-way (0.11 acres) and grant two driveway accesses to Indian River <br />Blvd. The remaining lots would be less than 1/2 acre each, and it is <br />possible that vehicles would back into Indian River Blvd. The cost to the <br />County would be $5,900.00. <br />Alternative #3 - Reject the property owners purchase price of $79,207.00 and <br />file Eminent Domain proceedings. The attached resolution would require <br />approval. It is anticipated that the total cost of the proceedings including <br />legal fees for both parties, expert witness fees, updated appraisal fees, etc. <br />would result in total compensation similar to the $79,207.00 offer to sell. <br />Recommendation and Funding <br />It is recommended that Alternative #1 be approved whereby the county <br />accepts the property owner's offer to sell Parcels 106 and 107 for $79,207.00. <br />Funding to be from Fund 309, Indian River Blvd. North Project account. <br />... _ . JMJ /mg <br />Director Davis pointed out that parcels #106 and #107 are <br />located to the north of the Pletcher parcel and along the west <br />side of the Indian River Boulevard alignment. <br />Chairman Eggert asked if Alternate #2 would involve a cost <br />to the County to provide access, and Director Davis felt there <br />probably would be some engineering costs to allow for the access, <br />but the actual access itself would be provided by the property <br />owner at the time the lot is developed. <br />Commissioner Bird asked how much consideration is given to <br />access or lack of access in the appraisal of properties such as <br />these, because to him there is a definite question on each of <br />the properties as to whether they would be usable in the future <br />if Phase III of the Boulevard was not to be built through there. <br />r <br />County Right-of-way Agent Don Finney explained that the <br />appraisers had to look at the subject parcel at the value today, <br />with no consideration that a road would be put in there.
