What he is saying is <br />that the lots are buildable as to size and zoning of R -1A; it is <br />not a useless remainder. When the appraisals were made of the <br />parent tract, the appraisers looked at the value of the <br />right-of-way taking and determined whether or not the remainder <br />was large enough to be buildable. We do have some that we will <br />be getting into where there is an uneconomic remainder of not <br />buildable size. <br />Mr. Finney advised that the appraiser has considered the <br />access issue and it is a plus or minus issue as to the cost of <br />obtaining access. <br />Commissioner Bird always had thought that location would be <br />a beautiful place to have a house if you could figure out how to <br />get to it. He just hoped that the appraiser has taken that into <br />consideration in arriving at the value on these lots, because if <br />there isn't a legal ability to have access to these properties, <br />it definitely has an effect on the value. <br />Chairman Eggert pointed out that they would have to get an <br />easement over parcel #105, and Commissioner Bird stressed that <br />you would have to come out on Country Club Pointe in some way. <br />He understood then that our counsel is saying that they have <br />taken that into consideration as part of the appraisal process, <br />and Attorney Sechen confirmed for the record that they have taken <br />that into consideration. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0, <br />Commissioner Scurlock being absent) approved <br />Alternative #1, as set out in the above staff <br />recommendation. <br />CONTRACTS TO PURCHASE ARE ON FILE IN THE OFFICE OF THE CLERK TO <br />THE BOARD <br />46 <br />
