R 2 71990 <br />MA BOOR. <br />construction of a water main in the intersection of 8th <br />Street and 43rd Avenue (see paragraph 3 of the June 6, 1989 <br />agreement). <br />Retain the balance of $14,843.75 in escrow for the warranty <br />of the utility improvements within the subdivision. The <br />on-site utilities were tested and accepted by the County on <br />October 1, 1989, so this amount should be retained in escrow <br />for one year or until October 1, 1990. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, the Board unanimously authorized a <br />reduction in security for Woodbridge Estates Subdivision <br />to $14,843.75; authorized release of the balance of <br />escrowed funds to Woodbridge Development Company; and <br />retained the balance of $14,843.75 in escrow for the <br />warranty of the utility improvements within the subdi- <br />vision until October 1, 1990, as recommended by staff. <br />K. Budget Amendment #040 - Reclassifying Risk Management <br />The Board reviewed memo from the OMB Director: <br />TO: Members of the Board <br />of County Commissioners <br />DATE: March 21, 1990 <br />SUBJECT: BUDGET AMENDMENT 040 - <br />RECLASSIFYING RISK MANAGEMENT <br />CONSENT AGENDA <br />FROM: Joseph A. Baird <br />OMB Director <br />DESCRIPTION AND CONDITIONS <br />At the beginning of the fiscal year, the Risk Management function <br />was set up with the operating expenses in the General Fund and the <br />self insurance claim expenses in the Self Insurance Trust Fund. The <br />auditors, Coopers & Lybrand, feel that the Risk Management function <br />would be better represented if all the Risk Management operating <br />expenses and the self-insurance claims were in the same fund. In <br />the attached budget amendment, we are moving all Risk Management <br />operating expenses to the Self Insurance Trust Fund (502) <br />establishing a true internal service fund. <br />RECOMMENDATION <br />Staff recommends the Board of County Commissioners approve the <br />attached budget amendment. <br />16 <br />
