r � <br />MAR 2-71990 <br />BOOK 9 F,�GE 6 S3 <br />that if every neighborhood took that attitude, we would get rid <br />of the disease completely and we would all walk because there <br />wouldn't be any roads open. <br />Mr. Beuttell expressed his belief that what we need is a <br />transportation plan that will take traffic out of these <br />desirable, nice neighborhoods. <br />Commissioner Wheeler asked if we should go with the criteria <br />that if you have a $300,000 house, that is a "nice neighborhood," <br />and, therefore, we shouldn't use your street, and if you live in <br />a $50,000 house, we will send the traffic through your <br />neighborhood. <br />William Koolage, interested citizen, believed the speed <br />limit on 16th Street is 35 mph, and he felt that is very <br />reasonable; however, the policing of that is something else. <br />He also felt a very important point in this situation is that <br />this road leads to the 17th Street Bridge and the High School. <br />He further noted that he uses 27th Avenue nightly, and it seemed <br />to him that 12th Street has taken the flow off of 16th Street <br />because he sees a long standing line of cars at 12th. Mr. <br />Koolage continued that he is getting a little tired of hearing <br />about Rosewood and preferential treatment. This county is <br />growing; we are talking about diverting traffic into the 2 -way <br />pairs; he felt 16th Street must take their share of the burden; <br />and he guessed he is just getting fed up with having this same <br />thing come back to the Board time and time again. <br />At this point, County Attorney Vitunac advised that the <br />county has the legal power to put these stop signs wherever it <br />wants if they have a reasonable reason to do so, and he did not <br />believe the county would incur any additional liability by the <br />decision to put them in, but only if they actually are somehow <br />installed improperly so they can't be seen, etc. <br />Commissioner Wheeler noted staff said statistics show speed <br />increasing in between where you put the 4 -way stop signs, and <br />30 <br />
