Traffic Engineer Dudeck confirmed that there are studies that <br />back that up. <br />Commissioner Scurlock suggested that we just put them in on <br />a temporary basis and see what happens. <br />Mr. Wild felt there should be 2 or 3 4 -way stops, not just <br />one. He reiterated that you are welcome on the road at 30 mph, <br />but the problem is the speeders and the Sheriff does not have the <br />manpower to sit next to a road like that. <br />Traffic Engineer Dudeck informed the Board that the Manual <br />for Uniform Control of Traffic Devices, which has been officially <br />adopted by the State of Florida, flatly says that stop signs are <br />not to be used for speed control measures. <br />Helen Russo, resident of the Rosewood Road area, contended <br />that the 4 -way stop signs on Club Drive and on the Fingers do act <br />as a deterrent no matter what the book says. She noted that it <br />is easy to say the residents should be objective, but the road is <br />a hazard to the children and her daughter has been heckled by <br />speedsters. Mrs. Russo found it amazing that you would put in a <br />sidewalk for thousands of dollars rather than first trying stop <br />signs, which are much less expensive. <br />Herndon Williams, 3554 Ocean Drive, found it astounding that <br />Commissioner Scurlock would propose to "hassle" people to keep <br />them from traveling on roads the public pays for. He felt that <br />is a sorry attitude for someone who is supposed to keep things <br />moving in this county. Also, he felt citing the fact that there <br />are 4 -way stops in the City of Vero Beach, doesn't mean they are <br />a good thing. He has found that generally where these stop signs <br />appear are within the very affluent communities, and he finds it <br />difficult to believe that is coincidental. Ocean Drive was <br />blocked at the southern end to keep people from driving through, <br />and he doesn't think that is a reason for saying let's try it <br />some place else.
