McCo <br />Staff Plannr Current Development <br />DATE: February 15, 1990 <br />SUBJECT: WINDSOR'S INC.'S. REQUEST FOR CONCEPTUAL PRD APPROVAL <br />(THE ORIGINAL POLO CLUB) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of March 27, 1990. <br />PROPOSED DEVELOPMENT AND LOCATION: <br />Windsor Inc., owner, is requesting conceptual PRD plan special <br />exception approval for a 400 unit development. The subject <br />property is located approximately 11 miles north of the C.R. <br />510/S.R. A.1.A. intersection on A.1.A., and contains approximately <br />405 acres which extend from the Indian River to the Atlantic <br />Ocean. A portion of this property was covered in a 1988 PRD <br />application approved by the Board of County Commissioners as the <br />Windsor Polo Club. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as <br />to number, area, location, and/or relationship to the vicinity, <br />such uses would not adversely impact the public health, safety, <br />comfort, good order, appearance, convenience, morals and general <br />welfare and as such would be compatible with permitted uses within <br />the particular zoning district. In granting any special excep- <br />tion, the Board may prescribe appropriate special conditions and <br />safeguards to ensure that the use is compatible with surrounding <br />uses in the district. <br />The Planning and Zoning Commission voted unanimously to approve <br />this project at its regular meeting of February 22, 1990. The <br />Planning and Zoning Commission did modify the staff recommendation <br />with its motion. The modified recommendation can be found in the <br />Planning and Zoning Commission's Recommendation (Attachment #4). <br />The staff has not substantively changed its original recommenda- <br />tion as specified at the end of this report. <br />Changes From Previously Approved Conceptual Plan: <br />The previously approved plan contained 280 acres and proposed 200 <br />dwelling units comprised of detached single family homes and some <br />beach cottages, 3 polo fields, a Beach Club, and extensive <br />horse -related and other polo -related facilities (see attachment #6 <br />"old plan"). <br />This proposed new conceptual plan contains 405 acres and 400 <br />dwelling units (See attachment #3 "new plan").
