APR 31990 ��gg �q <br />BOOK O c� PAGE 0 35 <br />DESCRIPTION AND CONDITIONS: <br />The total Sandpointe Subdivision is a 100 lot subdivision of a ±52 <br />acre parcel of land located immediately south of the Seagrove <br />Subdivision and lying on both sides of S.R. A.1.A. On October 8, <br />1987, the Planning and Zoning Commission approved the preliminary <br />plat -for the subdivision. Subsequently, the project was split <br />into two phases; one on each side of S.R. A.1.A. On May 31, 1988, <br />the Board of County Commissioners granted final plat approval for <br />that portion of Sandpointe Subdivision lying to the east <br />(oceanside) of S.R. A.1.A. The developers are now seeking final <br />plat approval for that portion which lies west (riverside) of S.R. <br />A.l.A. as Sandpointe West consisting of 57 lots on a ±29 acre <br />parcel of land. The subject property is zoned RS -3, Single Family <br />Residential (3 units per acre) and has an LD -1, Low Density 1 (up <br />to 3 units per acre) land use designation. The proposed building <br />density is 1.97 units per acre. <br />The owner, Wildfield Properties of Florida, Inc., is now request- <br />ing final plat approval and has submitted the following: <br />1. a final plat in conformance with the approved preliminary <br />plat; <br />2. a cost estimate for remaining required improvements certified <br />by the project engineer; <br />3. a contract for construction of remaining required improve- <br />ments; <br />4. a letter of credit securing the construction contract. <br />ANALYSIS: <br />Most of the required improvements have been constructed by the <br />developer. Some improvements have yet to be constructed. A <br />contract for the construction of required improvements has been <br />submitted, as well as a letter of credit, covering these remaining <br />improvements. The County Attorney's Office has reviewed and <br />approved the submitted contract for construction and the corre- <br />sponding letter of credit. The Public Works Department has <br />inspected the completed portion of the improvements and has <br />reviewed the certified cost estimate and deemed it acceptable. <br />The County and City of Vero Beach Utilities Departments have no <br />objection to final plat approval. <br />All applicable requirements regarding final plat approval have <br />been satisfied. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant <br />final plat approval for Sandpointe West Subdivision, authorize the <br />Chairman to execute the submitted contract for construction of <br />required improvements, and accept the letter of credit which <br />guarantees the construction contract. <br />8 <br />
