APR <br />3 <br />1990 <br />BOOK <br />9 PAGE '749 <br />Commissioner Scurlock noted that <br />if you take the <br />operating <br />revenue of $133,731 and divide it by the 1515 single-family and <br />multi -family units, you come up with $88.27. If you look at <br />commercial, where we were having some difficulty in identifying <br />the lack of growth in your system, it was apparent then that you <br />were billing trailer parks as commercial to the tune of 567 <br />units. Those units, however, had the same or similar service as <br />residential units, and generated $24,196 in revenue when your <br />approved rate would have allowed you to generate $26,000 more by <br />billing the trailer parks as residential. Commissioner Scurlock <br />understood the competitive nature of doing that, but the fact is <br />that part of the $74,028 loss was due to your decision to cut a <br />different rate for trailer parks which have similar service as <br />residential. He noted that he lives in a single-family home and <br />that rate was not made available to him. <br />Commissioner Scurlock asked if Harris had ever given a <br />special discount rate to any closed, gate -house residential <br />community in this county, such as Seagrove, Castaway Cove, Cache <br />Cay, etc., but Mr. Tatoul couldn't think of any. He didn't feel <br />that any of those really fit the category of these trailer parks. <br />He felt that anybody who fits the trailer park situation where <br />there is a management company or an ownership of the entire <br />property who subscribes 100% and agrees to pay for the services <br />of the entire center in one individual billing would be offered <br />such a discount. <br />Commissioner Scurlock pointed out that some of the interest <br />expenses on the $74,000 loss was attributable to their decision <br />to render services to trailer parks at a lesser cost than to <br />residential. <br />Mr. Tatoul advised that there has been no acquisition of <br />land, although they would like to consider that in the future to <br />prepare for growth in the county. The land that Commissioner <br />Scurlock mentioned is currently leased and only 33% of that cost <br />22 <br />
