The reason residential represents a <br />significant amount of cost in many cases is because there is one <br />commercial truck, one roll -off truck and two residential trucks <br />that service the county. <br />Commissioner Scurlock didn't feel that the small adjustments <br />that he pointed out would make a major difference, because if you <br />adjust the loss down, it is only a few pennies. However, it <br />seems to him that the time has come when we should regulate the <br />entire operation so that we have numbers and allocations of cost <br />available to us. By regulating the residential side, we are <br />regulating the rough side where there are marginal profits <br />involved; therefore, an achievable goal for the County is to have <br />a rate of return that reflects current interest conditions. <br />Since there is no definition of residential and commercial in the <br />franchise agreement, he couldn't fault Harris. It seems that the <br />County has adopted a concept that if it is a roll -off container <br />and a single bill, it is commercial, and if it is individual <br />door-to-door pickup, it is residential. <br />Commissioner Scurlock believed that if Harris is out there <br />with those kind of competitive rates, Treasure Coast is doing the <br />same thing. He felt we need to bring in the other hauler so that <br />we get the same set of facts for everybody including the franchise <br />fee.
