The franchise fee ends up to be a direct <br />pass-through, so you can set that aside. <br />Commissioner Bird understood that the 6% franchise fee would <br />be on top of the $8.50 base rate, but in looking at the additional <br />employees and new equipment, do we feel that the rate is a <br />reasonable rate. <br />Commissioner Scurlock felt the reason why they are asking <br />for less of a rate of return is because that commercial side that <br />isn't being regulated does have a definite benefit to the company <br />by generating 800 of their revenue. <br />Director Pinto explained that the ordinance for the required <br />100% mandatory collection is in the Attorney's Office in draft <br />form. We are in the process of dotting all the is and crossing <br />all the t's, and it is almost ready to go. When that takes place <br />the entire rate structure will change and even the manner of <br />collection of trash will change. We have to address whether we <br />are going to separate it at curbside for recycling, etc., and <br />these interim rate structures will be for the period of a year or <br />so until we change over. He noted that when we switch over to <br />mandatory collection, the County will be doing the billing and <br />collecting the payments, so we will be in direct control of the <br />revenue flow and will know exactly what is going on. <br />The Chairman opened the Public Hearing, and asked if anyone <br />wished to be heard in this matter. <br />26 <br />- M M <br />
