APR 31990 <br />600K .79 PnE 75 <br />date was set for April 3, 1990. Construction of the water <br />distribution system on the east side of A -1-A (Summerplace) is now <br />complete. Due to the emergency status of the east side of this <br />project, we are obtaining easements after the fact (or, as people <br />connect to the system). The Department of Utility Services sent <br />letters to the residents on the west side of the project explaining <br />how -the easement situation was handled on the east, and requesting <br />their input as to the use of this same procedure on the west. We <br />did not receive any complaints about handling the easement <br />acquisition after the completion of construction, as was done on the <br />east side of A -1-A. <br />ANALYSIS: <br />Attached please find a copy of the preliminary assessment. The <br />total cost to be assessed is $513,360.00, which equates to a cost <br />per square foot of $0.154900942. <br />RECOMMENDATION: <br />The Staff of the Department of Utility Services has two <br />recommendations: - <br />1. That we be allowed to obtain easements in Summerplace west <br />and Spring Place after the completion of construction, as <br />was done on the east side of Summerplace (east of A -1-A). <br />2. That the Board of County Commissioners approve Resolution <br />No. 3, thereby approving the proposed preliminary <br />assessment for this project. <br />Utilities Director Terry Pinto anticipated that the final <br />assessment will be less than the preliminary assessment. <br />The Chairman opened the Public Hearing, and asked if anyone <br />wished to be heard in this matter. <br />Paul Svendsen, 1830 Sandpiper Road East, a 10 -year resident, <br />advised that the water lines have been installed on his street <br />and he has received notice of the assessment and the amount of <br />the impact fees, etc. He objected to the $115 installation fee <br />for the meter, because he can't see how it can cost $115 to <br />install a meter when the box is already there. <br />Director Pinto explained that the $115 includes the cost of <br />the box itself, the installation of the meter, the connection of <br />the meter, and our carrying costs. <br />Commissioner Scurlock explained that the box is there <br />because they put it in as part of running the lines and then they <br />come back and set the meter in it.
