Mr. Svendsen noted that there is also a $40 charge for the <br />water meter itself and an additional $4 for an inspection fee. <br />He didn't understand those fees. <br />Director Pinto explained that the $40 is a refundable <br />deposit to guarantee payment of the water bills. <br />Mr. Svendsen asked what they are paying for to begin with, <br />and Chairman Eggert explained that the assessment is for the <br />water lines in the street and the water lines to the meter box. <br />Director Pinto explained that the whole idea is that we will <br />recover 100% of the cost of that project from the customers that <br />use it. No more, no less. <br />Rex Hannon, 9425 Doubloon Drive in east Summerplace, asked <br />about the charges for the water itself, and Director Pinto <br />explained that water customers are charged on a per 1000 gallon <br />basis plus what we term a base fee. In other words, in the <br />absence of any use at all, there is a minimal monthly base fee of <br />$5.34 and a $1.82 billing charge, for a total of $7.16 every <br />month no matter how much you use. Then it is $1.99 per thousand <br />gallons based on water consumption. <br />Mr. Hannon understood that his final assessment will not be <br />more than the estimated $2947, and Director Pinto emphasized that <br />it cannot be any more than that, but it may be less. We will <br />know the final assessments when construction of the project is <br />completed and the costs are divided up for each assessment. He <br />stressed that the final assessment cannot be more than the <br />preliminary assessment, and at this point, they expect the final <br />assessments to be lower. <br />Mr. Hannon understood that if he wanted to hook up, it would <br />be necessary to pay the impact fee, the meter installation, and <br />the deposit, and Director Pinto confirmed those charges.
