BOOK 9 F'nE 771 <br />1 <br />APR 3 1990 <br />In addition to funding the above items, the Farm Bureau must <br />provide evidence to the County Community Development Department <br />that it has the County's authorization to obtain site plan <br />approval and a building permit on the County Fairgrounds <br />property. The attached License Agreement has been drafted to <br />provide this authorization. <br />The County Risk Manager has reviewed this request and comments <br />are attached. In addition, the Budget Director has prepared the <br />attached Budget Amendment to provide for funding from General <br />Fund Contingency. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative No. 1 <br />1. The Board grant conceptual approval of the proposal by <br />the Farm Bureau. <br />2. Authorize staff to proceed with finalizing the attached <br />License Agreement which would be submitted to the Farm <br />Bureau for execution. At this time, authorize the Farm <br />Bureau to proceed with Site Plan Approval in April, <br />1990. <br />3. Approve the attached Budget Amendment and approve <br />funding in the amount of $36,288.80 <br />4. Authorize the County Road and Bridge Division to <br />perform the In -Kind Services totaling $61,500. <br />Approval of the above alternative will result in <br />construction of the first permanent building at the <br />County Fairgrounds as shown on the approved Master <br />Plan, at minimal cost to the County. <br />Alternative No. 2 <br />Deny the request and in the future, fund the total <br />construction program costs of $157,788.80 from County funds. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends approval of Alternative No. 1. Funding to be <br />provided from General Fund Contingency in the amount of <br />$36,288.80. <br />Commissioner Bird wished to clarify the amount that the Farm <br />Bureau has on hand for construction of the building. The last <br />sentence on the first page of the above staff recommendation <br />states that the Farm Bureau has approximately $60,000 to construct <br />the building, but that is incorrect. They have $125,000 on hand <br />to build the initial shell of the building, and by the time they <br />get to the other improvements such as lighting, they probably <br />will have close to $200,000 invested in that building. It is a <br />sizable and generous contribution on behalf of the Farm Bureau <br />and the agricultural community, and he wished to introduce <br />44 <br />
