COMMISSIONER BIRD'S REPORT ON PRESENTATION OF NATIONAL AWARD TO <br />TREASURE COAST PRIVATE INDUSTRY COUNCIL <br />Commissioner Bird reported on his recent trip to Washington, <br />D.C. as a representative of the County Commissioners and guest of <br />the Treasure Coast Private Industry Council to attend presentation <br />ceremonies at which the TCPIC received the very prestigious award <br />of being named the outstanding private industry council in the <br />United States. <br />They attended two receptions, one of which was held in the <br />Russell Senate Building and attended by Senators Graham, Mack <br />Symon and Hatch, along with Congressman Lewis, Secretary Dole and <br />several other dignitaries. The awards were presented the following <br />day at the Department of Labor Building by Secretary Elizabeth <br />Dole, assisted by Senators Symon and Hatch. <br />Commissioner Bird felt it was quite an honor for this <br />3 -county area and one we should be proud of. He appreciated the <br />opportunity to represent this Commission at the award ceremonies. <br />COMMISSIONER SCURLOCK'S REPORT ON NACo CONFERENCE <br />Commissioner Scurlock reported that during the recent NACo <br />Conference in Washington, D.C., the news seemed to be diminished <br />dollars coming in from the federal government, but perhaps a <br />stabilization as far as mandates are concerned. The following <br />items are a few of the matters discussed at the conference: <br />1) A uniform approach to tax sales from catalog companies <br />throughout the U.S., as there is a disparity between various <br />states and what sales tax they charge. <br />2) With regard to arbitrage, there seems to be an effort to <br />extend the period for the use of funds during construction <br />from 24 months to 36 months. <br />3) Consideration of expanding the amount that local banks can <br />participate with county government from $10 million to $25 <br />Boo l ' F'� a �8 <br />55 <br />APR 31990 <br />J <br />
