b. Obtain planning staff approval of detailed landscape and opaque feature plans for <br />the common areas and perimeter buffers, as shown on the conceptual PD plan. <br />c. Document that the site's drainage system has stormwater capacity to handle <br />run-off from improvements to 33rd Street and 58th Avenue, in a manner <br />acceptable to Public Works. <br />d. Obtain release of the entire 37th Street Murphy Act easement, and obtain release <br />of the portion of the 58th Avenue Murphy Act easement that lies outside of the <br />ultimate right-of-way for 58th Avenue, consistent with the conceptual PD plan. <br />e. Document that the project is registered with the State of Florida (Florida <br />Commission on Human Relationships) as a 55 plus community ("housing for <br />older persons") and that the developer maintain said registration and comply with <br />applicable 55 plus community requirements of the state for the Harmony Reserve <br />project. <br />2. Prior to issuance of a land development permit for any respective phase, the applicant <br />shall: <br />a. Provide a gopher tortoise relocation permit or clearance letter from the Florida <br />Fish and Wildlife Commission for the affected phase. <br />b. Provide documentation that wood stork (wading bird) mitigation is adequately <br />addressed by obtaining a jurisdictional permit or clearance letter. <br />3. Prior to issuance of a certificate of completion for any project phase or sub -phase, the <br />applicant shall construct required improvements such as sidewalks and buffers that are <br />tied to that specific phase or sub -phase, or otherwise guarantee completion of the <br />improvements as provided for in the LDRs. <br />a. Prior to issuance of a certificate of completion for phase 1, a west bound <br />right -turn lane shall be constructed on 33rd Street at the project's entrance. <br />b. Prior to issuance of a certificate of completion for phase 4, a west bound left -turn <br />lane shall be constructed on 37th Street at the project's entrance, unless a <br />reanalysis is approved by Public Works that demonstrates that the left -turn lane <br />is not warranted. <br />4. Prior to issuance of a certificate of completion for phase 2, the applicant shall: <br />a. Complete a community pool and a clubhouse (minimum enclosed building area <br />of 5,000 sq. ft.). <br />b.
