LAWS OF FLORIDA 2195 <br /> necessary ditches and drains within said City for the purpose of <br /> protecting the lands within said City from overflow or. for the <br /> protection of the health of the City's inhabitants; and the City <br /> Council shall have the power by ordinance to enter into and con- <br /> tract with any existing Drainage District relating to the use <br /> of any Drainage Canals or ditches under the jurisdiction of said <br /> Drainage District. <br /> If at any time the Council shall deem it necessary or expedient <br /> for any good reason, that any lot, tract or parcel of land within <br /> said City should be cleaned of weeds, trash, undergrowth, brush, <br /> filth, garbage or other refuse, it shall have power to direct and <br /> require the owner or owners of said lot, tract or parcel of land <br /> to clean the same of weeds,trash, undergrowth, brush, filth, garbage <br /> or other refuse. Such notice shall be given by resolution of the <br /> Council, a copy of which shall be served upon the owner or owners <br /> of such lot, parcel or tract of land,or upon the agent of such owners, <br /> or if the owner is a non-resident or cannot be found within the <br /> City and has no known agent within the City, a copy of such resolu- <br /> tion shall be published for once each week for two weeks in some <br /> newspaper published in the City and a copy thereof posted upon <br /> said lot, tract or parcel of land, and if the owner or owners shall <br /> not within such time as such resolution shall ,prescribe clean such <br /> lot, tract or parcel of land of weeds, trash, undergrowth, brush, <br /> filth, garbage or other refuse as therein directed, it shall be lawful <br /> for the Council to cause the same to be done and to pay therefor <br /> and to charge, assess and collect the expense thereof against said <br /> lot, tract or parcel of land and against the owner or owners thereof. <br /> Notica of hearing complaints and action thereon shall be done sub- <br /> stantially in accordance with the provisions of Chapter 9298 of <br /> the laws of Florida with respect to assessments for local improve- <br /> ments. <br /> Section 46. The City Council may by ordinance or resolution <br /> provide for standing committees of the Council; such committees to <br /> be appointed by the President of the Council annually after the <br /> organization of the Council. <br /> Section 47. Whenever it shall be deemed advisable to issue bonds <br /> for the purpose of constructing, maintaining, or purchasing water- <br /> works; for the purpose of constructing, maintaining or purchasing <br /> gas or electric light works, or other illuminating systems, for the <br /> purpose of constructing, maintaining or purchasing a system of <br /> sewerage; or otherwise promoting the health of said municipality; <br /> for the purpose of opening, constructing, paving or repaving, re- <br /> 1 ' <br />
