Bourgeois, P.E., Project Engineer <br />March 18, 2014 Agenda Item <br />County staff identified the 300 -yard rifle range and the large action pistol range as the costliest items in <br />the project and believes that the improvements will not generate enough revenue to justify the <br />construction costs, nor the environmental impacts to wetlands and associated mitigation costs. Staff <br />believes that permanently removing the 300 -yard range and large action pistol range from the project <br />will have no negative impact on the future of the Shooting Range. <br />County staff believes the storage building, Skeet & Trap fields and houses, and parking expansions are <br />necessary improvements for the future of the Shooting Range as the public demand for skeet and trap <br />facilities continues to increase. The skeet and trap facility will be an additional revenue generator for the <br />shooting range and will improve the facility's level of service. County staff believes this work could be <br />built as a separate phase to expedite the work required for the upcoming event. <br />Amendment No. 1 to the original agreement with Donadio & Associates, Architects, P.A. is to provide for <br />an expanded scope of work. The expanded scope of work involves removing the 300 -yard rifle range and <br />action pistol range from the project to minimize impacts to wetlands and existing shooting range <br />features, and providing construction plans and documents for 2 separate phases of construction. <br />Donadio & Associates, Architects, P.A. has submitted a revised fee proposal in the amount of $26,905 to <br />include additional architectural and engineering design and permitting fees for the expanded scope of <br />work. This will bring the total contract with Donadio & Associates, Architects, P.A. to $131,520. <br />FUNDING <br />Funding in the amount of $26,805 is budgeted and available from Impact Fees/Parks/Sporting Clays <br />Course -Skeet Trap, Account #10321072-066510-12001, for a total contract amount of $131,520. Under <br />the County's code, all funds collected from public impact fees shall be used for the purpose of capital <br />improvements to public facilities under the jurisdiction of the County and not for maintenance or <br />operations. Such acquisitions and improvements shall be those which are necessary to accommodate <br />new growth and development in the County. <br />RECOMMENDATION <br />1. Staff recommends the Board of County Commissioners approve the removal of the 300 -yard rifle <br />range and action pistol range from the project scope. <br />2. Staff recommends the Board of County Commissioners approve Amendment No. 1 in the <br />amount of $26,805 with Donadio & Associates, Architects, P.A. and authorize the Chairman to <br />execute the agreement. <br />ATTACHMENTS <br />1.
