3. Negligence on the part of the Applicant in preparing the Submittal <br />confers no right of withdrawal after the time fixed for the acceptance of <br />the Submittal. <br />E. Miscellaneous Requirements <br />1. Indian River County will not be responsible for any expenses incurred by <br />a Applicant or firm in preparing and submitting a Submittal. All <br />Submittals shall provide a concise delineation of the Applicant or firm's <br />capabilities to satisfy the requirements of this request. Emphasis should <br />be on completeness and clarity of content. <br />2. The contents of the Submittal submitted by the successful Applicant and <br />this Request for Qualifications will become a part of any contract award <br />as a result of these specifications. The successful Applicants or firms will <br />be expected to sign contracts with Indian River County. <br />3. Indian River County reserves the right to reject any and all Submittals <br />received by reason of this request, or to negotiate separately in the <br />manner necessary to serve the best interests of the County. Applicants <br />or firms whose Submittals are not accepted will be notified in writing. <br />4. The Applicant or firm is prohibited from assigning, transferring, <br />conveying, subletting, or otherwise disposing of this agreement or its <br />rights, title or interest therein or its power to execute such agreement to <br />another person, company, or corporation without the previous consent <br />and approval in writing by Indian River County. <br />12 <br />76 <br />
